
Designing Training for Safety-Critical Change
WH Collective’s Role in Network Rail’s TPCMS Rollout
At WH Collective, we specialise in creating smart, targeted learning solutions — especially for safety-critical industries. Our recent Network Rail TPCMS training project is a perfect example, where we supported the rollout of a new control system with tailored learning design.
This large-scale shift impacts how alternating and direct current traction power networks are controlled, and required a robust learning solution to ensure operational roles could adapt quickly and confidently. Our role was to lead the Learning Needs Analysis (LNA) for two key positions: Shift Signal Managers (SSMs) and Signal Centre Supervisors (SCSs).
Understanding the Network Rail TPCMS Training Challenge
This Network Rail TPCMS training project introduces a new way of working. While full system training would be essential for Electrical Control Operators (ECOs), SSMs and SCSs would interact with TPCMS in more limited — but still safety-critical — ways. Our task was to define exactly what these roles needed to know, how they would be impacted, and how to train them effectively without overloading them with unnecessary detail.
Using Network Rail’s ADDIE framework, we conducted a detailed analysis, including:
Workshops with subject matter experts
Task scoping via a visual scalar hierarchy
Knowledge, Skill and Attitude (KSA) mapping
Non-Technical Skills (NTS) alignment
Difficulty, Importance and Frequency (DIF) analysis
Learning Objective generation based on Bloom’s Taxonomy


Insights and Approach
Our analysis revealed that:
SSMs and SCSs would need a shared, condensed training module — not the full ECO training.
Key learning areas included alarm prioritisation, emergency switch-off procedures, and communication protocols.
Familiarity with hardware meant no IT upskilling was needed — saving time and resources.
Operational constraints (like shift cover and location) meant a blended, modular learning approach would offer the most flexibility and effectiveness.
Why It Matters
In safety-critical environments like railway infrastructure, assumptions can be dangerous. Our learning design process ensured that training would be precise, role-specific, and practical — enabling SSMs and SCSs to step into their new responsibilities confidently and without unnecessary classroom time.
We also worked within Network Rail’s Product Development Assurance Process, ensuring the learning solution was both standard-compliant and ready for evaluation.
